Rivers Run Red Chronicle Charter

Living Document
This charter is a living document.  As such, it is subject to change at any time, but only by a simple majority vote on the changes to be made to be held after “game off” has been called at the end of a play session of the One World by Night (OWbN) Vampire the Masquerade (V:tM) Sabbat Chronicle Rivers Run Red.  The vote will be conducted by the Rivers Run Red Council Member after first presenting the proposed changes in a transparent and easily comprehended manner.  In the case of a tied vote, the Council Member will be the deciding vote for the Chronicle.  If the proposed changes pass, they will go into effect no sooner than one week (7 days) and no later than one month (30 days) from the date of the vote.

Chronicle Purpose
It is the intent of Rivers Run Red to provide a safe and fair environment in which its members can portray blood-sucking, backstabbing, eternally damned monsters of the night in the White Wolf Publishing setting “The World of Darkness” within the International Organization OWbN.  If at any time a member feels that the environment provided is not safe and/or fair, it is the responsibility of the member to immediately inform a staff member of the situation that is making it such.

Binding Document
This charter, in conjunction with the OWbN By-Laws, is binding and final.  All members of the chronicle are expected to refer to this document for all OOC policy, procedure, and official actions taken by any member or staff member, or the chronicle as a whole.

I. Membership
A. A member of the chronicle is defined as any player who:
1. Has an active Character in the Chronicles Database
2. Has portrayed that active Character in person within the last 6 months
3. Holds any staff position as defined below
II. Definitions of Staff Positions
A. Narrator
1. Narrators are appointed by the HST
2. Narrators have the responsibility of officiating any non-plot based scene (Feeding, Influence Meetings, Robbing a bank, Buying a car, Picking up a hooker).
3. Narrators may be called upon to portray NPCs at the discretion of the HST or an AST and have a responsibility to do so.
4. At any time a player can ask for an AST to take over the scene being run if they feel uncomfortable with the person running the scene.
5. Narrators have active characters, and therefore, are not allowed to run scenes for their respective packs.
B. Assistant Storyteller
1. Each AST is appointed by the HST
2. ASTs have the previously listed responsibilities of the position of Narrator
3. ASTs have the responsibility of officiating plot based scenes (In which players effect the storyline of the chronicle)
4. ASTs can have active characters in the game, but their characters cannot belong to a pack made of members based in the chronicle.
5. At any time a player can ask for the HST to take over the scene being run if they feel uncomfortable with the AST running the scene.
C. Council Member
1. The CM is elected every 12 months by the membership of the chronicle by a simple majority vote held by the incumbent CM and overseen by the incumbent HST.  If the membership is split in a tie, ties go to the incumbent.
2. It is a CM’s responsibility to oversee any and all votes related to this document.
3. It is the CM’s responsibility to present all votes directly effecting the Chronicle, the Chronicle’s Genre (Sabbat), or OWbN Out of Character changes to the playerbase for discussion.
4. It is the CM’s responsibility to remain impartial on votes held within the Chronicle except in matters of a tie.
5. It is the CM’s responsibility to actively portray the chronicle in a positive light to the rest of OWbN.
6. It is the CM’s responsibility to actively partake in voting on behalf of the chronicle, based upon their wishes following chronicle discussion.
7. It is the CM’s responsibility to act as advocate for the players when they present him/her with their concerns in tandem with the HST.
D. Head Storyteller
1. The HST is elected every 12 months by the membership of the chronicle by a simple majority vote held by the incumbent CM and overseen by the incumbent HST.  If the membership is split in a tie, ties go to the incumbent.
2. It is the HST’s responsibility to oversee and implement plot for the chronicle.
3. It is the HST’s responsibility to appoint ASTs and Narrators.
4. It is the HST’s responsibility to oversee the House Rules.
5. It is the HST’s responsibility to actively portray the chronicle in a positive light to the rest of OWbN.
6. It is the HST’s responsibility to make final rules calls and educate the players on said rulings.
7. It is the HST’s responsibility to act as advocate for the players when they present him/her with their concerns in tandem with the CM.
8. The HST also has all responsibilities of the aforementioned Storyteller Positions.
9. The HST will not have an active character in his/her own chronicle.
E. Premature Removal from Office
1.  Narrators and ASTs can be removed from office at any time by the HST, at his/her discretion.
2.  The CM can be removed from office only by a 2/3 majority vote of the playerbase after a call for a "Vote of No Confidence." If a vote of No Confidence is called and does not pass, another cannot be called against the CM for 90 days or 3 game sessions, whichever is longer.
a. In the event that a Vote of No Confidence is called on the CM, the HST will oversee the vote itself.
b.  In the event the vote of no confidence passes, a special election will be held to elect a new CM.  This vote will take place no longer than 2 weeks or the next game session from the passing of the vote, whichever is shorter.
2.  The HST can be removed from office only by a 2/3 majority vote of the playerbase after a call for a "Vote of No Confidence." If a vote of No Confidence is called and does not pass, another cannot be called against the HST for 90 days or 3 game sessions, whichever is longer.

III. Code of Conduct
A. All Out of Character rules of conduct listed in LotN:R are binding.
1. Should a player break a rule listed in LotN:R, they will become subject to the chronicle’s disciplinary action bylaws.
B. Disciplinary Action Bylaws.

a. Number of past offenses.

2. Types of Infractions
a. Infractions against a member
b. Infractions against the chronicle

3. Types of Disciplinary actions
a. First offense minor
b. Second or further offense minor
c. First offense major
d. Second or further offense major
e. Actions of Illegality
4. Disciplinary actions take for minor offenses
a. For first offense minor infractions, a warning will be issued
b. For second or further minor infractions, refer to the First offense major actions.
c. For ongoing minor infractions, see Secondary major infractions actions.
5. Disciplinary actions taken for major offenses.
a. For first offense major infractions, action can range from dismissal from game with no XP awarded to a multiple game suspension
b. For second for further major infractions, action can range from multiple game suspension to dismissal from game permanently.
c. For ongoing major infractions, permanent dismissal from game.
d. Intentional cheating will result in immediate death of the character and at minimum a multiple game suspension.
e. Sexual harassment will result in a minimum of a 6 month game suspension up to permanent dismissal from game.
6. Illegal actions
a. Any action of a player deemed illegal by university, local, state or federal laws will result in both permanent dismissal from game and the local authorities being contacted.
b. Intentional destruction of Property will not be tolerated and result in a minimum of a 6 month suspension from game and the local authorities being contacted.
C. Expected decorum from members of the chronicle
1. Members of the chronicle are expected to treat each other with respect and decency at all times, whether at game or not.  Name calling, physical or verbal harassment, contributing to the delinquency of minors, and/or use of illegal substances will never be tolerated.
2. Discrimination has no place here.  No member of the chronicle will discriminate against another on the basis of race, religion, disability, age, sexual orientation, gender, or length of chronicle membership.
a. We understand that we are portraying monsters that do, in fact, sometimes discriminate.  If at any time a player becomes uncomfortable with the discrimination of a character being played, they have a right to ask the player to stop, seek the help of the staff, or remove themselves from the situation with no consequence in or out of character.
3. Know when to stop.
a. If you are visibly making a player uncomfortable out of character, it is your responsibility to stop doing so.
b. In the event you do not stop doing so, it is the staff’s responsibility to tell you to stop.
c. In the event you continue to do so, disciplinary action will be sought.

a. Be excellent to each other.
b. Party on dudes.
5. Wang Chung Rule
a. Everybody have fun tonight.
b. In the event that everybody is not having fun, seek to make it so they do.
6. Rumormongering
a. Rumormongering will not be tolerated in the chronicle, not in person, not electronically, not ever.  This is bullying, and it will not be tolerated.
b. In the event rumormongering is found to be going on, disciplinary action will be taken.
