For a long time I wondered how i would speak to the city.
I wondered if I would thank those of you, though there were very few, who spoke for me to be Bishop.
Then i realized that no sane Cainite would ever want me in charge.
Then i realized how bad things would have to be to make me someone who was in charge of you.

When I was a mortal child and I would try to break the ice in the river so we could eat fish that day..... When I would get tired my mother would tell me, "Mordecia, it is that not that the tool has become dull, it is that the hand that welds becomes weak."

You are weak. You have conformed to crutches, you have forgotten your power.

I came here 6 months ago, I challenged your hierarchy and purpose and was appointed Bishop for my noise. But i would have never made so much noise if I hadn't thought that you could not be those that would weld a new world.

I am ignorant of many things. But I know my faith and calling.

And so as my first official decree as your new Bishop I ask for Census.

Know that you are free to deny this under the code. We are all free under the code. But also know that we have many enemies and I have plans for them. As such those that follow the Census should report not only their pack names and status amongst us, but also their ability to influence the city. (OOC everyone should send Jordan their influence levels because they need to make a chart)
You will not be judged if you do not participate in the Census, but if you abstain you may not be enshrined in the same glory I offer. Those that follow me will see truth,  and will learn to refuse that the ice is stronger than their will.
